Israel has informed the United States that a pilot security arrangement in southern Lebanon has failed to achieve its objectives, according to a report published by Walla. Israeli officials reportedly expressed frustration over what they view as inadequate Lebanese Army action against Hezbollah infrastructure and operatives in the region. The pilot program was launched following a memorandum of understanding between Israel and Lebanon and was intended to improve security conditions along the border. As part of the initiative, Israel provided the Lebanese Armed Forces with intelligence and coordinates identifying suspected Hezbollah weapons sites, tunnels, and other infrastructure in southern Lebanon.
According to Israeli security officials, however, the Lebanese Army has not taken meaningful action against many of the locations shared by the Israel Defense Forces (IDF). “The Lebanese Army is not destroying terror infrastructure based on the coordinates provided to it by the IDF,” one Israeli security official was quoted as saying. The official claimed that Lebanese forces continue to request additional intelligence while failing to act on information already provided. Israeli military leaders reportedly believe that Hezbollah remains deeply entrenched in southern Lebanon despite ongoing efforts to curb its activities. They argue that the Lebanese Army’s operations have been limited and largely ineffective in locating weapons stockpiles, dismantling infrastructure, or confronting Hezbollah members.
According to assessments cited in the report, Lebanese Army Commander Rudolf Haykal has been reluctant to challenge Hezbollah directly. Hezbollah has a powerful presence in Lebanon and while Lebanese officials might want to get rid of them in theory, in practice it is a much more difficult task. Israeli officials allege that the military leadership fears provoking confrontation with the powerful Shiite organization and instead focuses on coordination and deconfliction efforts rather than enforcement actions. “There is no real friction between the Lebanese Army and Hezbollah,” a senior Israeli security official said. “Hezbollah would not want anyone to collect its weapons or destroy its infrastructure.” The official further argued that Lebanese forces have shown little willingness to conduct aggressive operations against suspected Hezbollah positions. In one example cited in the report, Lebanese soldiers allegedly entered the opening of an underground site, advanced only a short distance, and then withdrew without conducting a full search.
Israeli officials also contend that Hezbollah’s military capabilities remain a significant concern despite recent regional challenges. Indeed, Hezbollah has thousands of missiles in the region that they could unleash on Israel. However, Israel believe Iran, Hezbollah’s primary backer, is currently focused on domestic and strategic pressures of its own and is not prioritizing increased support for the group.
As a result of its dissatisfaction with Lebanese Army performance, Israel is reportedly hesitant to expand the pilot program into additional areas of southern Lebanon. Officials indicated that future cooperation could depend on whether Lebanese authorities take more substantial action against Hezbollah infrastructure. The reported tensions highlight the continuing challenges of implementing security arrangements in southern Lebanon, where Hezbollah maintains significant influence despite international efforts to strengthen the authority of the Lebanese state and armed forces.
Neither the Lebanese government nor the Lebanese Army had publicly responded to the allegations at the time of the report. Hezbollah has also not commented on the claims. The developments underscore ongoing concerns about stability along the Israel-Lebanon border and the difficulties of reducing Hezbollah's presence in southern Lebanon through existing security mechanisms.
